GameObject in build is flickering when using URP WebGL build on Silicon macOS

Reproduction steps:
1. Open the attached “TestWebGLFlickr” project
2. In the Menu bar select “File” and then click on “Build & Run”
3. Observe the build in the browser

Expected result: Cube GameObject is displayed without any issues like in the Editor Game View
Actual result: Cube GameObject is flickering

Reproducible with: 2021.3.27f1, 2022.3.3f1, 2023.1.1f1, 2023.2.0a21

Reproducible on: macOS Ventura 13.2.1 (M1 Max)
Not reproducible on: Intel MacOS 13.4
