This fix won't be backported to 6.0. The change would be too risky.
How to reproduce:
1. Open the “LightmapPacker“ project
2. Open the “Test“ scene
3. In the Lighting window “Generate Lighting“
4. Observe the Baked Lightmap
Expected result: No wasted space in the Baked Lightmap
Actual result: Bad island placement, wasted space in the Baked Lightmap
