Matchmaker queue deployment fails with InvalidFilterValue when queue has filters configured

Steps to reproduce:

1. Create a matchmaker queue and then on the dashboard create filters 
2. Open deployment window in editor and fetch the queue to retrieve updated queue with filters
3. Attempt to deploy the queue to another environment and it fails

Actual results: Error {{InvalidFilterValue: Filter with attribute playerCount has invalid value {
"Value": "4"
} for number type., InvalidFilterValue: Filter with attribute mode has invalid value {
"Value": "\"Standard\""}}

Expected results: Deployed status

Reproducible with versions:  Multiplayer 2.1.2, 2.1.3
Deployment package 1.6.2,1.7.1
