The Editor's Splash Screen isn't immediately moved when dragging with a Cursor on Windows

Steps to reproduce:

1. Open any Project so that the Splash Screen is opened
2. Try quickly dragging the Splash Screen by it's Edge
3. Observe where the cursor ends up once the Splash Screen is actually moving

Actual results: When Dragging the Splash Screen, the Cursor doesn't immediately grab the Splash Screen and it takes a second for the operation to keep up visually

Expected results: When Dragging the Splash Screen Window the Cursor is located in the Splash Screen Window and not outside of it

Reproducible with versions: 6000.3.0b3, 6000.3.0b4, 6000.4.0a1

Not reproducible with versions: 2022.3.66f1, 6000.0.59f1, 6000.1.16f1, 6000.2.6f2, 6000.3.0b2
