The Blackboard scrolls up and selecting Items breaks when Duplicating Items in a scrolled down List

Steps to reproduce:

1. Open any Project with the Visual Effect Graph Installed
2. Create any VFX Graph and add Properties or Attributes so that a vertical scrollbar appears
3. Scroll down the Custom Properties or Attributes list to the bottom, select the last Property and duplicate it
4. Try selecting Properties or Attributes

Actual results: When Duplicating Attributes or Properties from the bottom of their List, the List scrolls up and does not show the duplicated Item, Selecting Items in that immediate state selects Items below the cursor

Expected results: Duplicating Items scrolls the list to the duplicated Item, selecting items in the list corresponds to where the cursor is

Reproducible with versions: 6000.0.61f1, 6000.2.9f1, 6000.3.0b6, 6000.4.0a2
