Dragging any scene in the Hierarchy window to the bottom, reorders the dragged scene into a different position

Steps to reproduce:

1.  Create a new project
2.  In Project window create multiple scenes
3. Drag all the scene to the Hierarchy window
4. Drag any scene bellow the last scene in the list

Actual results: 
The scene gets reordered to the last scene in the Hierarchy window list

Expected results: 
The scene get reordered in a different list position that’s not the last

Reproducible with versions: 
6000.3.0a2, 6000.4.0b1, 6000.5.0a3 (Hierarchy V2)

Not reproducible with versions: 
6000.2.15f1 (Hierarchy V1)

Tested on (OS): 
Ubuntu 22
MacOS Sequoia 15.7.2
