Blank area appears at the top of Inspector and Build Settings windows when touching and dragging downward with a Wacom tablet pen

Steps to reproduce:

1. Create and open any project
2. In the Scene view or Hierarchy, select any GameObject
3. Open the Inspector window
4. In the empty space above the selected object’s components, touch the Inspector with a Wacom pen
5. Drag the pen downward

Actual result: The Inspector content shifts downward and empty space appears above the inspected object
Expected result: Nothing happens
