Saved search filters can only be navigated once using arrow keys on a keyboard before the selected item looses focus

Steps to reproduce:

1.  Create a new project
2. Open Window > Search > New Window
3. Enable Toggle Saved Searches Panel
4. Expand Builtins > reports list
5. Select any of the saved searches
6. Use Up or Down arrow keys on keyboard to navigate through lists multiple times

Actual results: 
You can only navigate Up or Down once and the the selected item looses focus

Expected results:
You can navigate Up or Down multiple times without the the selected item loosing focus

Reproducible with versions: 
6000.3.0a2, 6000.3.6f1, 6000.4.0b6, 6000.5.0a5

Can’t test with versions: 
6000.3.0a1 and earlier as there are no Builtins options for saved search lists
