Fix incompatible and low UP issue

Steps to reproduce:
1. Create a project
2. Create UI Document (Create > UI Toolkit > UI Document)
3. Open UI Document
4. Add Group Box to the Hierarchy
5. Enter anything in the Group Box Text field in the Inspector
6. Select newly appeared VisualElement
7. Open the dropdowns (e.g. Bindings dropdown)

Actual results: Dropdown is not opened
Expected results: Dropdown is opened

Reproducible with versions: 2021.3.54f1, 2022.3.65f1, 6000.0.54f1, 6000.1.14f1, 6000.2.0b12, 6000.3.0a3

Tested on (OS): macOS Sequoia 15.4 (M4)

Notes: Dropdown content can be seen only after opening the same dropdown on non disabled Element and clicking on the disabled Element again
