Making GameObject icon visibility responsive to Scene View visibility.

How to reproduce:
1. Open the “GameObjectTagNotHidingExample” project
2. Open the “SampleScene”
3. Open and observe the Scene view

Expected result: “IShouldNotBeSeenIfViewIsOff” GameObject icon is not displayed
Actual result: “IShouldNotBeSeenIfViewIsOff” GameObject icon is displayed

Reproduced with: 2021.3.32f1, 2022.3.13f1, 2023.1.19f1, 2023.2.0f1, 2023.3.0a14

Reproduced on: Windows 10 (by reporter), Windows 11
Not reproducible on: No other environment tested
