How to reproduce:
1. Open the attached project "unity-2021-test.zip"
2. Build the project

Expected results: Build is successful
Actual results: Build fails with errors "Mono.Cecil.AssemblyResolutionException: Failed to resolve assembly: 'Windows.Foundation, Version=255.255.255.255, Culture=neutral, PublicKeyToken=null'"

Reproducible with: 2021.2.19f1, 2021.3.4f1, 2022.1.6f1, 2022.2.0a17
Not reproducible with: 2020.3.36f1, 2021.2.18f1
Could not test with: 2019.4.40f1 (OpenXR not supported)
