Asset Bundle build size increased when upgraded Unity version [Android ResS content]

Reproduction steps:

1. Open the user’s attached project (“BundleSizeTest.zip”)
2. Select "build/asset bundles" from the Editor’s menu
3. Open the project’s root folder
4. Look for the "bundles-<unity version>" folder (if the Unity version is 2022.1.14f1 then the folder will be called "bundles-2022-1-14f1”)
5. Check the size of that folder

Expected result: The size of the "bundles-<unity version>" folder is 277 KB
Actual result: The size of the folder is 329 KB

Reproducible with: 2021.1.0b10, 2021.1.28f1, 2021.3.11f1, 2022.1.19f1, 2022.2.0b9, 2023.1.0a13
Not reproducible with: 2020.3.40f1
Could not test with: 2021.1.0a1 - 2021.1.0b9 (No “build/asset bundles” button in the Editor’s menu)

• This is NOT to be confused with a similar issue that would increase build size if "compress assets on import" is not ticked
• 329 KB Bundle folder exceeds limits on the Google Play store and the App Store
• The bundle folder size might be bigger since the compression ratio of ASTC + LZMA is worse than before
