Steps to reproduce:
1. Open the attached “HDRP Bug.zip” project
2. Open the “SampleScene”
3. In Project Settings → Quality, select “Built-in RP”
4. In the Hierarchy Window, open the “Directional light” in the Inspector Window
5. Observe that the “Culling mask” setting is visible and the “Non-Lit” Cube’s shadow is affected
6. In Project Settings → Quality, select “HDRP”
7. In the Hierarchy Window, open the “Directional light” in the Inspector Window
8. Observe the results
Expected result: The “Culling mask” setting is visible or has no effect in HDRP
Actual result: The “Culling mask” setting is not visible and affects shadows in HDRP
Reproducible in: 2022.3.57f1, 6000.0.37f1, 6000.1.0b5, 6000.2.0a3
Reproducible on: Windows 10, Windows 11
Not reproducible on: No other environment tested
