Creating a new Scenario in Play Mode Scenarios makes it appear at the top to edit the name which is inconsistent with other Editor windows with similar functionality

Steps to reproduce:

1. Create a new Unity project using the Universal 3D template
2. Install the Multiplayer Play Mode package (com.unity.multiplayer.playmode)
3. Open the Play Mode Scenarios dropdown next to the Play Mode button
4. Select "Configure Play Mode Scenarios"
5. Create a new Scenario by pressing the "+" button
6. Observe the Play Mode Scenarios window

Actual results: The new Scenario appears at the top of the list to edit it

Expected results: The new Scenario is at the bottom of the list

Reproducible with versions: 6000.0.66f1, 6000.3.5f1, 6000.4.0b5, 6000.5.0a5

Tested on (OS): MacOS Silicon Tahoe 26.2

Notes:

• Other similar windows like the "Tags" for example and every list in the Editor creates the new element at the bottom of the list instead of the top
