Cut, Copy, Paste, Duplicate and Delete are presented as active even object is not selected

Steps to reproduce:

1. Create a 2D/3D URP project
2. Add any object in the "Hierarchy" window
3. Go to Scene view, but do not select an added object
4. Click "A" on the keyboard
5. Observe the displayed contextual menu

Expected Result: Cut, Copy, Paste, Duplicate, and Delete shouldn't be active, as no objects are selected.

Actual Result: Cut, Copy, Paste, Duplicate, and Delete are presented as active even object is not selected. Added image and video in the "Attachments" section
