UI Builder: "Width" tooltip needs an update as it presents the option, which is not available in the section

Steps to reproduce:

1. Create a project
2. Window->UI Toolkit->UI Builder
3. Go to the "Controls" window and find "Button"
4. Double-click on it
5. Verify, that button becomes added 
6. Select it
7. Verify, that its data become displayed in the "Inspector" window
8. Find the "Borders" section in the mentioned window
9. Expand it and select "Width" 
10. Hover the mouse on any of the items - Top, Right...
11. Observe the tooltip text
12. Click on the displayed "px" section in each of the lines
13. Observe displayed options

Actual result: It tooltip says "Enter a value as pixel, percentage, or initial" so all the mentioned options should be displayed for the selection. But "percentage" is not on the list. Added screenshot in the "Attachments" section.

Expected result: If the mentioned option is not displayed, so word "percentage" should be removed from the tooltip.

Reproducible with: 2023.2.0b9, 2023.3.0a5

Not reproducible with: 2021.3.30f1, 2022.3.10f1, 2023.1.11f1. These streams have old tootips.
