User gets "uncategorized" string above the newly created template if "Category" is not entered

Steps to reproduce:

1. Create  a project (Universal 2D)
2. Go to the "Project" window
3. Click "Create" -> Shader Graph -> Blank Shader Graph
4. Select it and double-click
5. Go to the "Inspector" tab and select "Use As Template"
6. Expand the "Template" section
7. Enter the template name
8. Save it
9. Click "Create" -> Shader Graph -> From Template...
10. Select the newly created template
11. Observe the UI

Actual results: User gets "uncategorized" above the newly created template

Expected results:  Few possible cases:

• If templates can be without the "Category", then it should start from the capital letter, as all other categories
• If "Category" is important, then this field should be a required one, and newly created templates will always be listed under it
• Or maybe "Category" should be a dropdown with the possible options

Reproducible with versions:  17.3.0(6000.3.0a2)

Not reproducible with versions: 17.3.0(6000.3.0a1) as templates feature landed only in 6000.3.0a2
