ML Agents package cannot be installed

The reason is the selected version of the ML Agents package is deprecated and cannot be installed. If you go in the 'Version History' tab, it is possible to install other versions of the package. As for the Lobby package, it is just mentioned that the package will not receive further updates. It can be installed.

Steps to reproduce:
1. Create a project
2. Open Package Manager window (Window > Package Management > Package Manager)
3. Press on ML Agents package to open more detailed information
4. Observe “Install” button

Actual results: “Install” button is greyed out and cannot be pressed
Expected results: “Install” button can be pressed

Reproducible with versions: 2023.1.0a19, 6000.1.0b11, 6000.2.0a7
Not reproducible with versions: 2021.3.50f1, 2022.3.60f1, 2023.1.0a18, 6000.0.43f1

Tested on (OS): Windows 11
