Editing a Template is not disabled when the Template signature is in progress but if the Template is edited the Template signature fails

Steps to reproduce:

1. Open the Hub
2. Make sure the Hub is on "All organizations"
3. Open the "Templates" tab
4. Click the "New template" button
5. Select any project
6. Click the "Next" button
7. Enter required fields
8. Create the Template
9. Right-click the Template and select "Edit" when the Template signature is in progress
10. Change the Template details and update
11. Observe the Hub

Actual results: The Template can be edited when the signature is in progress resulting in the signature failing

Expected results: The Template should not be editable while the signature is in progress if it results in a failure (the Edit option is disabled)

Reproducible with versions: 3.18.0

Tested on (OS): MacOS Silicon Tahoe 26.3
