Hub restarts without prompting the user if he really wants to do so when there's an Installation in progress if the user has already canceled the restart once

Steps to reproduce:

1. Open an older version of Hub
2. Start installing any Unity Editor Version
3. Click the "Restart Now" button that's in the left side panel when a newer Hub Version is available
4. When prompted if user really wants to restart Hub when there's an installation in progress, cancel the restart
5. Click the "Restart Now" button again

Actual results: Hub restarts without prompting the user when there's an ongoing installation if the user has already canceled the restart once

Expected results: Hub prompts the user if he really wants to quit/restart if there's an installation in progress always as the user never chooses to "Don't ask again"

Reproducible with versions: 3.17.2, 3.17.3
