This is how I manually reproduced it on a Win bokken VM:
Clone [Internal link]
Download trunk build to one folder using unity-downloader-cli -c editor -u trunk --wait
Click Unity.exe in the dowloaded trunk build
In the popping up window, select Open project and select HDRP project inside Recorder package com.unity.recorder/projects/recorder-hdrp
Result: Error in console
