Shadow Caster 2D not casting a shadow from Light 2D when there is a second Light 2D in the Scene

How to reproduce:
Open the attached project "New Unity Project urp.zip"

Expected results: GameObject "btnOff" casts a shadow
Actual results: GameObject "btnOff" doesn't cast a shadow

Reproducible with: 7.7.1 (2019.4.39f1), 10.9.0 (2020.3.35f1), 12.1.7 (2021.3.4f1), 13.1.8 (2022.1.4f1), 14.0.1 (2022.2.0a8)
Not reproducible with: 14.0.2 (2022.2.0a14), 14.0.3 (2022.2.0a16)
