How to reproduce:
1. Create a new 3D (HDRP) project and open it
2. In the Project window, right-click and select Create → Shader Graph → HDRP → Lit Shader Graph
3. Open the new Shader Graph by double-clicking it
4. In the Shader Graph window, press and hold the middle mouse button, then right-click
5. Click anywhere in the Shader Graph window to release focus
6. Move the mouse
Expected result: Mouse moves freely, nodes can be selected and remain stationary
Actual result: The window continues panning as if the middle mouse button is still held

Not reproducible with:, 6000.2.10f1, 6000.3.0b8, 6000.4.0a3
Fixed in: 6000.2.0a7

Note: The issue seems to have been fixed in the Shader Graph package version 17.1.0; the version 6000.0.61f1 uses 17.0.4, so the issue persists
