Sprites are not generated when using Fallback Sprite Assets

Reproduction steps:
1. Open the attached “BugRepro” project

• • 1.5 ** In Scene Bug Text Settings > Default Sprite Asset: Assign GlobalIcons32IconsBoard

2. Open the “Assets/Scenes/SampleBugScene.unity” Scene
3. Enter the Play Mode
4. Observe the Game view

Expected result: Sprites are generated
Actual result: Sprites are not generated

Reproducible with: 2021.3.44f1, 2022.3.51f1, 6000.0.24f1, 6000.1.0a2

Reproducible on: Windows 11
Not reproducible on: No other environment tested
