Reproduction steps:
1. Open a project
2. Modify a .asset file
3. In the Perforce Window, check in the modified file
4. On another machine, in the Perforce Window, fetch the latest changes
5. Observe the change list
Expected result: No files are in the pending change list, the modified files retain the read-only flag
Actual result: The fetched files are added to the pending changed list and they have the read-only flag removed
Reproducible with: 2021.3.18f1
Reproducible on: Windows 11
Not reproducible on: No other environment tested
