2022.1 has reached end of life so the issue will be fixed in a newer version.
Reproduction steps:
1. Open project "MeshCollider_Trigger_buggy_2021.2.zip"
2. Open Scene "MeshCollider_Cube_vs_Cube"
3. Enter Play Mode
4. Observe debug logs in Console window
Expected result: "OnTriggerStay Cube_Collider" Debug.Log is called when Cubes are penetrating
Actual result: "OnTriggerStay Cube_Collider" Debug.Log isn't called when Cubes are penetrating
