Cannot scroll down to see all UI Builder Inspector items after content is resized

Reproduction steps:
1. Create a new project
2. Create UI Document (Create > UI Toolkit > UI Document)
3. Double-click newly created Asset to open UI Builder window
4. Click “+” button in the Stylesheets section and select “Create New USS”
5. Click on “:root” selector and open some of the foldouts in Inspector so that scrollbar would appear
6. Click on Text Property Preview kebab menu and select “Convert to Floating Window”
7. Close UI Builder Text Property Preview window and observe UI Builder Inspector

Actual result: Inspector cannot be scrolled down to reveal Inspector items that are hidden behind Text Property Preview
Expected result: Inspector can be scrolled down and all of the items can be seen

Reproducible with: 6000.2.8f1, 6000.3.0b7, 6000.4.0a3
Couldn’t reproduce with: 2021.3.58f1, 2022.3.68f1, 6000.0.60f1 (No :root Selector)

Reproduced on: Ubuntu 24.04, macOS Sequoia 15.4 (M4)

Notes:

• Can also be reproduced this way:

1. Select something and scroll the inspector to the bottom
2. Resize the window vertically (cut size by half)
3. Click on another element
