Reproduction steps:
1. Open the attached “Repro” project
2. Open the “Assets/Scenes/SampleScene.unity” Scene
3. Open the Custom TestWindowDynamic window (Test > OpenTestWindowDynamic)
4. Scroll down and then try scrolling up using the scroll wheel on the mouse

Expected result: Scroll-up works in the window
Actual result: Flickering while scrolling up. The window and the scroll bar stay at the bottom

Reproducible with: 2022.2.18f1, 2023.1.0b16, 2023.2.0a14
Couldn’t test with: 2020.3.48f1, 2021.3.25f1 (Errors in the user’s script)

Reproducible on: Windows 10 Pro (22H2)
