The view with the View Tool changes very slow when the project is opened and the view is not focused on any GameObjects

How to reproduce:
1. Open the attached project “IN_12133”
2. Open “SampleScene” in Scenes
3. In Tools select View Tool
4. Try to shift the view with View Tool

Expected result: the view can be shifted to the wanted position
Actual result: the view changes very slow (almost no movement)

Reproducible with: 2021.2.0a18, 2021.3.9f1
Not reproducible with: 2020.3.39f1, 2021.2.0a17, 2022.1.14f1, 2022.2.0b7, 2023.1.0a9

Reproducible on: Windows 10 Pro

Notes:

• Issue disappears if firstly project is opened on the not affected Unity version and after that, it’s opened on the affected version
• The issue remains after deleting all Game Objects

Workarounds:

• Press “F” on the keyboard to focus selected GameObject
• Use the scroll wheel to zoom as close as possible to a “Plane” GameObject and the issue disappears
