Can't add transitions between animation states in the Animator window

Reproduction steps:
1. Create a new project
2. Create an Animation Controller and open it
3. Select "Any State" or "Entry" and click "Make Transition"

Expected result: An arrow appears, which can be connected to another state
Actual result: No arrow appears, transition can't be made

Not reproducible with: 2021.3.27f1, 2022.3.1f1, 2023.1.0b20, 2023.2.0a14
