Path length character limit error is shown when creating a project from a custom template containing the attached custom package

Steps to reproduce:

1. Launch Unity Hub
2. Create a new project
3. In File Explorer, open the project folder and navigate to the Packages directory
4. Copy the attached com.test.minimalpackage package into the Packages folder
5. Reopen the project through Unity Hub
6. Save the project as a custom template
7. Close the Editor
8. Open the Templates window in Unity Hub
9. Right-click the created template and select Create Project
10. Enter any path in the Location field
11. Observe the result

Actual result: Project creation is blocked with the following error message: "Your project settings will result in a path length that exceeds the character limit. Please shorten the path."
Expected result: No errors are thrown, and project is allowed to be created
