VSync doesn't take effect when enabling it through Quality settings

Reproduction steps:

1. Create project
2. Go to “Project Settings > Quality”
3. Change VSync Count to “Every Second V Blank”
4. Enter the Play Mode
5. Open “Game View > Stats”
6. Observe the Frame rate

Expected result: Frame rate is capped at 30 FPS
Actual result: Frame rate is uncapped
