Improved SpotLight baking speed by implementing tighter culling test during their injection into the light grid.

Reproduction steps:
1. Open the attached “repro_IN-94038“ project
2. Open the “Assets/Streets of London/Scenes/Streets of London.unity“ Scene
3. Bake the lighting (“Window → Rendering → Lighting → Generate Lighting“)
4. Open the Game view and observe the front of the “POSH B“ GameObject
Expected result: There are no issues with the lighting
Actual result: There are spots of bad lighting on the building
Reproducible with: 2022.3.57f1, 6000.0.37f1, 6000.1.0b5, 6000.2.0a2
Reproducible on: Windows 10 (22H2), Windows 11 (user’s environment)
Not reproducible on: No other environments tested
