Padding can be improved here but it's too minor of an issue to be prioritized in the foreseeable future at this time. Closing for now.
How to reproduce:
1. Create a new Unity project
2. Go to Project Settings -> UI Toolkit
3. Scroll to the bottom and observe the padding
Expected results: There is a space between the window border and the last settings
Actual results: There is no space between the window border and the last settings
