Importing twice removes edges and output contexts

Steps to reproduce:

1. Import the attached VFX-errors package into an HDRP project
2. Open the MainMenu.vfx effect
3. Delete the Samples and VFX folders
4. Import the package again
5. Open MainMenu.vfx

Actual results: Missing edge links to nodes, missing Output contexts upon import

Expected results: MainMenu.vfx contain all edge links and output context

Reproducible with versions: 6000.2.0a10, 6000.1.0f1, 6000.47.f1

Not reproducible with versions: 2022.3.61f1

Can’t test with versions: 

Tested on (OS): macOS, windows

Notes:

• Reproduction is inconsistent. Several observations.
  • VFX-errors.unitypackage sometimes is reproducible on trunk only.
  • I have never been able to repro it on 22.3, other streams seems to be inconsistent
