Hierarchy v2: minimum height needs to be set for sticky rows when window resizes

Steps to reproduce:

1. Add multi scenes and resize hierarchy window to smallest

Actual results: currently there is no minimum height and therefore sticky rows can be completely hidden

Expected results: Minimum height should be set to at least show the sticky rows

Reproducible with versions: 6000.6

Not reproducible with versions:
