How to reproduce:
1. Create a new Unity project and install the VFX Graph package
2. Create any VFX Graph and drag it into the scene to create a GameObject
3. Select the new GameObject and navigate to the "Visual Effect" Overlay in the Scene view
4. Check the "Show Event Tester"
5. Narrow the Scene view a bit and observe the results
Expected results: The Overlay isn't cut off unless the Scene view isn't small enough
Actual results: The Overlay is cut off even when there is plenty of space
Reproducible with: 6000.0.60f1, 6000.2.8f1, 6000.3.0b8, 6000.4.0a3
Reproducible on: macOS Sequoia 15.6 (M1)
Not reproducible on: No other environment tested
