Reproduction steps:
1. Open the attached “IN-88710.zip” project
2. Open the “EXPORTER” Scene
3. Open the Recorder Window (Window > General > Recorder > Recorder Window)
4. Make sure ‘Encoder’ is set to ‘Unity Media Encoder’ and ‘Codec’ is ‘WebM’
5. Click ‘START RECORDING’
6. Drag the recorded WebM file to browser (Chrome or Opera)
7. Right click on it and enable Loop
8. Play the video
9. Minimize all Chrome Windows
10. After around 30 seconds open the Chrome Window again
Expected result: The video is still playing on loop
Actual result: The video has stopped playing

Reproducible on: Windows 11
Not reproducible on: no other environment tested

- Reproduces on Chrome (130.0.6723.117) and Opera (128.0.6613.186), but did not reproduce in Firefox (132.0.1)
