Reproduction steps:
1. Open the attached “repro_IN-88198“ project
2. Open the “Assets/Bug.unity“ Scene
3. Enter the Play Mode
4. Observe how much the scroll view is scrolled after moving the mouse wheel by one tick
Expected result: The scroll view is scrolled a little bit
Actual result: The scroll view is immediately scrolled to the end
Reproducible with: 2021.3.45f1, 2022.3.52f1, 2023.1.0b1
Not reproducible with: 2023.2.0a22, 6000.0.26f1, 6000.1.0a3
Couldn’t test with: 2023.2.0a1-2023.2.0a21
