Reproduction steps:
1. Open the attached project “CrashRepro“
2. When prompted enter in Safe mode

Expected result: Editor opens in Safe mode
Actual result: Editor crashes

Reproducible with: 2021.3.2f1
Not reproducible with: 2020.3.43f1, 2021.3.1f1, 2021.3.3f1, 2022.1.24f1, 2022.2.2f1, 2023.1.0.a24
Fixed in: 2021.3.3f1
