Scrolling in the Tile Palette Brush Pick overlay breaks when a lot of Brushes are saved and the List View is enabled

Steps to reproduce:

1. Create a new Unity project using the Universal 2D template
2. Open the Tile Palette window (Window > 2D > Tile Palette)
3. Toggle Enable the Tile Palette Brush Picks Overlay
4. Click the "Save" button a bunch of times to save a lot of Brushes
5. Make sure the List View is toggled in the Tile Palette Brush Picks Overlay
6. Toggle Disable the Tile Palette Brush Picks Overlay
7. Repeat step 3
8. Scroll in the Tile Palette Brush Picks Overlay or use the scrollbar
9. Observe the Tile Palette Brush Picks Overlay

Actual results: The scrolling and the scrollbar are broken making it impossible to scroll through the Brushes

Expected results: The scrolling does not break

Reproducible with versions: 6000.0.67f1, 6000.3.9f1, 6000.4.0b9, 6000.5.0a7
