Handles.GUI block inside OnDrawGizmos has incorrect clip space when the Search Filter is applied

Reproduction steps:
1. Open the attached “Gizmo offseting.zip”
2. Enter the “SampleScene”
3. Observe the “Hello!” text in the Scene view
4. In the Hierarchy Search, type anything
5. Observe the text’s position

Expected result: Text remains in the same position
Actual result: Text is offset

Reproducible with: 2021.3.34f1, 2022.3.17f1, 2023.2.6f1, 2023.3.0b3

Reproducible on: Windows 11
Not reproducible on: no other environment tested

Note:

• In the attached project, another gizmo was also added to see if it reproduces with other elements. The issue reproduced on the rectangle element as well.
