There is a small buffer distance to show the user that the minimum size has been reached.
How to reproduce:
1. Create a new 2D Unity Project
2. Go to Window -> 2D -> Tile Palette
3. Narrow down the height of the Tile Palette preview to the maximum
4. Observe the results
Expected results: The preview window reaches the minimum size and can't be resized anymore
Actual results: The preview window reaches the minimum size and then slightly expands
