Gamepads are not detected with new Input System on AppleTV builds

Steps to reproduce:

1. Open attached project (Controllers-TestProject.zip)
2. Switch target platform to Apple TV
3. Build "NewControls" scene
4. Deploy to an Apple TV device with at least 1 gamepad connected (Siri remote, PS or Xbox controllers)
5. Click one of the buttons on the remote to trigger the UI update

Actual results: Gamepad UI is not rendered, "No gamepads found" logged in console.

Expected results: All connected gamepads should be detected and corresponding UI should indicate what buttons are being pressed on the built scene. 

Reproducible with versions: 6000.5.0b4, 6000.5.0b7

Not reproducible with versions: 6000.3.5f3, 6000.6.0a3

Tested on (OS):

• Apple TV HD, tvOS 26.1 - reproduced
• Apple TV 4K, tvOS 26.4 - reproduced
• Apple TV HD, tvOS 18.1 - reproduced

Notes:

• Reproducible on both Objective-C and Swift Xcode project types.
