Unsupported URP SG materials contain Support VFX Graph flag in Graph Settings

How to reproduce:

1. Create a new ShaderGraph in URP
2. Switch Material to Decal
3. Observe that Support VFX Graph flag is present

Expected result: Support VFX Graph flag is filtered out and log is provided

It is already implemented in HDRP
