How to reproduce:
1. Create a new project using the “Universal 3D” template
2. Ensure that you have a secondary display connected which has a higher resolution and scaling selected than the primary display
3. Add an additional Game View window and drag it to the secondary display, outside of the Editor window
4. In the added Game View window, select a resolution preset
5. Resize the Game View window
6. In the Project window, create or reimport a script to trigger a Domain Reload
7. Observe the scale in the additional Game View window
Actual result: The scale in the Game View window drops lower than is possible to choose manually
Expected result: The scale in the Game View window does not drop lower than is possible to choose manually

Not reproducible with: 2023.3.0b4, 6000.5.0a7

- Reproduction is inconsistent
- Likely related to Windows display scaling and having the additional Game View window on a display with larger scaling and resolution than the display with the Editor
- Resizing the Game View window on step 5 is not required, but seems to make reproduction more consistent
