This bug is fixed in Unity 6. It constitutes a change in behavior, which we should not push into an LTS.

How to reproduce:
1. Open the “LightBakingIssueSceneRepro“ project
2. Open the “SampleScene“
3. Move the “Arrow“ GameObject in the Scene view
4. Observe the Terrain
Expected result: No seam in the shadow at the edge of the Terrain tiles
Actual result: A seam in the shadow at the edge of the Terrain tile
