Documentation Link does not work when the "Spawn State" question mark button is clicked

Repo steps:

1. Open Unity Scene
2. Open Window > Package Manager
3. Check Visual Effect Graph is installed
4. Right click the Project Menu
5. Click Create > Visual Effects > Visual Effect Graph
6. Name the Graph anything > Double Click Graph in Project Menu
7. Press the spacebar on the VFX graph and click Operator
8. Click Spawn > Spawn Context State
9. Click on the question mark in the inspector window

Expected Result: Documentation page with the data should be displayed for the user.

Actual Result: Web page displays "Sorry... that page seems to be missing!".
