Thanks for submitting this issue! In 2023.2 beta and later we have removed the automatic function that would generate lighting for a scene with no Lighting Data asset. New scenes created in 2023.2 beta and beyond receive the default ambient probe and reflections, but upgraded scenes do not. The solution for this, as you note, is to generate lighting for your scene.

Reproduction steps:
1. Open the attached project "ReproProj"
2. Open the “/Assets/Scenes/SampleScene.unity” Scene
3. Observe the Scene

Expected result: The materials have textures and color
Actual result: Materials are black

Reproducible with: 2023.2.0a18, 2023.2.0b6, 2023.3.0a3
Not reproducible with: 2021.3.30f1, 2022.3.8f1, 2023.1.10f1, 2023.2.0a17

Reproducible on: Windows 10 Enterprise 21H2
Not reproducible on: No other environment tested

Note:

Workaround by pressing Generate Lighting in Window > Rendering > Lighting
