Unable to switch between Editor tabs after opening an additional Scene View by right-clicking an already open Scene View

How to reproduce:
1. Create a new project
2. Open the Scene window
3. Right-click on the Scene window tab and select Add Tab > Scene
4. Open the first Scene window then a Game window
5. Open the first Scene window then add a new Game window (Add Tab > Game)
6. Open the Scene or Game window and observe the view

Expected result: The Scene or Game window is opened
Actual result: Windows are not opening and the second Game window is visible

Not reproducible with: 2020.3.37f1, 2021.3.7f1, 2022.1.10f1, 2022.2.0a10

• After Navigating the Scene everything works as expected
• Sometimes Editor freezes after the third step
• Reproducible with OpenGLCore Graphics API
• Not reproducible with Metal Graphics API
• Reproduction is not consistent
